The Spanish Colonial Revival style became synonymous with Southern California following the 1915 Panama-California Exposition in Balboa Park. What Is the Mills Act?

The Mills Act is a California program that allows local governments to grant property tax relief to owners of qualified historic properties. In San Diego, the program is administered through the Historic Resources Board (HRB).

Once a property receives historic designation and enters into a Mills Act contract, the owner can benefit from significant property tax savings — often between 40% and 60% annually. In exchange, the homeowner agrees to maintain and preserve the property’s historic character.

The program not only makes ownership more financially feasible but also ensures that these irreplaceable architectural treasures remain part of San Diego’s landscape for generations to come.
